In point two you state that "we might want to do somthing to prevent that agent from repeating that action". This is true. But some also want to make the agent suffer some sort of detrement, irrepsective of whether it reduces that change that agent (or other agents) repeat the action, or even if it makes the world provably worse. Such a position is impossible to defend without a belief in freewill.
