The point here is to "correct" their future behavior so they don't repeat it again. If they have done something because they knew no better, you educate them. If they have done it because they have some mental issue, you address that. If they did that as a weighed decision, knowing that they can get caught, well then... you know they are not willing to cooperate with the rest of the society, so you restrict their power to do crime with force.
